EMPHASIS: Lieutenant Colonel William K. Seibert Jr. Retires



Colonel Roger D. Stottlemyre announces the retirement of Lieutenant Colonel William K. Seibert Jr. and thanks him for his 29 years of dedication and service to the Missouri State Highway Patrol. Lt. Col. Seibert retires effective September 1, 2006.


Lt. Col. Seibert was appointed March 1, 1977, as a member of the 46th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy in Jefferson City, he was assigned to Troop F, Zone 3, Columbia, MO. Seibert was promoted to corporal and designated assistant zone commander of Zone 10, Boone County, in July 1987. In June 1989, he was promoted to sergeant and named commander of that same zone. Seibert was promoted to lieutenant and transferred to Troop C Headquarters, St. Louis, in 1991. He became a captain in 1994, when he was promoted and designated commanding officer of Troop C. Seibert holds the distinction of being the first African-American promoted in the Patrol’s history both to major (1997) and to lieutenant colonel (2001).


Lt. Col. Seibert was born in England. He graduated from Rolla High School, Rolla, MO, in 1972. He attended Columbia College from 1972-1975, and has recently returned to complete his bachelor’s degree. He and his wife, Rachelle, have three children and a four-year-old grandson.


“Bill’s professionalism and knowledge of the Patrol added much to my tenure as superintendent,” said Colonel Stottlemyre. “I appreciate the support he’s given me during the last five years. Bill has had an outstanding career. He has brought much to this agency during his 29 1/2 years, and will continue serving the state of Missouri in his new position with the Board of Probation and Parole.”
