EMPHASIS: Traffic Stop On I -55 Results In Drug Arrest




On March 16, 2008, at approximately 11:30 p.m. a member of the Missouri State Highway Patrol stopped a 1997 GMC pickup truck traveling south on Interstate 55 in New Madrid County for a traffic violation.

Dewayne D. Bray, 47, of Indianapolis, Indiana, was the driver of a vehicle stopped for a traffic violation. During the course of the traffic stop, permission to search was requested and granted. During the search three pounds of marijuana was located in the luggage in the bed of the truck. Dewayne D. Bray, Kevin D. Short, 45, and Neil E Upshaw, 54, all of Indianapolis, Indiana, were arrested for possession of controlled substance with intent to distribute and taken to the New Madrid County Jail.

The charge for which Kevin D. Short, Dewayne D. Bray, and Neil E. Upshaw were arrested is mere accusation and is not evidence of guilt. Evidence in support of the charge must be presented before a court of competent jurisdiction whose duty is to determine guilt or innocence.
