EMPHASIS: Major Lafayette E. “Gene” Lacy Retires

Colonel James F. Keathley, superintendent of the Missouri State Highway Patrol, announces the retirement of Major Lafayette E. “Gene” Lacy and thanks him for his 30 years of dedication and service to the Missouri State Highway Patrol. Major Lacy retires effective September 1, 2007.

Major Lacy was appointed March 1, 1977, as a member of the 46th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy in Jefferson City, he was assigned to Troop C, St. Louis, MO. Lacy was promoted to corporal and designated assistant zone commander of Zone 1, St. Louis County, in December 1987. In September 1989, he was promoted to sergeant and named zone commander of Zone 12, Jefferson County. Lacy was promoted to lieutenant and transferred to Troop F Headquarters, Jefferson City, in 1991.

He transferred to the Professional Standards Division, General Headquarters, Jefferson City, in 1994, where he would serve as assistant director of that division. He became a captain late that same year, when he was promoted and designated director of the Motor Vehicle Inspection Division. In 1998, Lacy was promoted to major and designated commander of the Administrative Services Bureau. As such, he held oversight responsibilities for the Budget and Procurement Division, Human Resources Division, and Training Division. He would transfer to commander of the Support Services Bureau in 2004, with oversight responsibility for the Commercial Vehicle Enforcement, Motor Vehicle Inspection, Driver Examination, Motor Equipment, and Construction and Maintenance division. It is from this position he retires.

Major Lacy was born in St. Louis, MO. He graduated from Northwest High School, St. Louis, in 1970. He attended the FBI National Academy in Quantico, VA, from January through March 1992. He earned a bachelor’s of arts degree in business administration from Columbia College in 1995. In 2004, he earned a master’s degree of business administration from William Woods University. Major Lacy and his wife, Donna, have three children: Justin, Gara, and Jordan.

“I want to thank Gene for his years of dedicated service to this organization,” said Colonel Keathley. “His professionalism and knowledge of the Patrol were evident as a part of my staff. Gene has had an outstanding career.”
