EMPHASIS: Colonel Stottlemyre Announces Retirement



Colonel Roger D. Stottlemyre, superintendent of the Missouri State Highway Patrol, announces the following retirement effective August 1, 2005:



After over 28 years of service with the Missouri State Highway Patrol, Captain Terry W. Moore retires effective August 1, 2005.



Capt. Moore’s career began with recruit training on March 1, 1977. After graduating from the Academy on July 29, 1977, he was assigned to Troop E, Zone 5, Portageville/Hayti. On June 1, 1982, he transferred to the Academy as an instructor and remained there until July 1, 1989, when he transferred to the Safety & Information Division (later renamed the Public Information & Education Division) as the assistant director. As a sergeant, he was designated the director of that division effective November 1, 1991, and remained there until being transferred back to the Training Division on August 1, 1992, as an assistant director. On February 15, 1994, he transferred to the Human Resources Division as the assistant director, and became the director of the division on March 1, 1994. On June 1, 2001, Capt. Moore transferred to the Traffic Division and was designated the director, and remained there until his retirement.



Moore’s promotions include: corporal effective March 1, 1984; sergeant effective January 1, 1987; lieutenant effective August 1, 1992, and captain effective July 1, 1994.



From August 1984 through June 1985, he attended the prestigious Northwestern University’s nine-month Police Administration Training Program at the Traffic Institute (now Center for Public Safety) in Evanston, IL. His class elected him vice-president. At the graduation banquet, Capt. Moore accepted the “Franklin M. Kreml Leadership Award”.



Following are some of his noteworthy accomplishments:



In early 1987, he wrote the grant proposal to obtain National Highway Traffic Safety Administration funds to establish the Audiovisual Section at the Training Division. In 1988, he developed the curriculum for the Management Development School and the Executive Development course at the Training Division.



In 1988, Moore began the process of establishing a cooperative college degree program with Mineral Area College at Park Hills, Missouri. The agreement allows a recruit to obtain an associate’s degree in criminal justice administration if the recruit had 16 hours of college credit when entering recruit training.



In 1989, Moore attended Drug Abuse Resistance Education (D.A.R.E.) training at the Illinois State Police Academy. He was tasked with establishing a statewide D.A.R.E. program in Missouri.



Since March 1994, Moore has served as the vice-chairman of the MoDOT/MSHP Medical and Life Insurance Plan board of trustees.



Capt. Moore says he has enjoyed his varied career within the Missouri State Highway Patrol.



“If I had my life to do over again, I would select the same career,” said Capt. Moore. “It has indeed been a pleasure to serve the citizens of Missouri as a state trooper.”



Upon retiring, Capt. Moore is taking a position with the Department of Corrections as director of adult institutions. He and his wife, Mila, have two daughters, Mikayla, 7, and Lorna, 5.
