EMPHASIS: Communications Director James C. Biggerstaff Retires

Colonel James F. Keathley, superintendent of the Missouri State Highway Patrol, announces the retirement of Mr. James C. Biggerstaff, director of the Patrol’s Communications Division.

Director Biggerstaff was appointed to the Patrol on June 10, 1977, as a probationary operator in Troop C, St. Louis. He would be promoted several times before being named director of communications. In 1980, he became a radio and telecommunication technician 1st class. In 1982, he was promoted to radio telecommunications engineer and training specialist. December 1988 brought a promotion to chief telecommunications engineer. All these early positions were within Troop C Headquarters, St. Louis. In 1991, Jim would move to General Headquarters as chief technical engineer before becoming director of communications in 1994.

As director, he was responsible for overseeing the activities of the Patrol’s statewide communications systems and employees stationed at 12 facilities throughout the state and General Headquarters. These facilities provide 24-hour communication service to Patrol officers as well as all law enforcement agencies in the state.

Director Biggerstaff and his wife, Pat, reside in Jefferson City. Pat is a reading recovery teacher at East Elementary School. They have two grown children. Scott Biggerstaff lives at the Lake of the Ozarks and commutes to Jefferson City, where he is a graphic designer for High Five Communications. Sara Biggerstaff is a pharmaceutical sales representative for Eli Lilly and resides in Pittsburgh, KS.

“I want to thank Jim for his 30 years of dedicated service to the Patrol,” said Colonel Keathley. “Jim is a true gentleman whose expertise and foresight has been of great importance to this agency.”
