EMPHASIS: Colonel James F. Keathley Announces Promotions, Transfer

Colonel James F. Keathley, superintendent of the Missouri State Highway Patrol, announces the following promotions and transfer effective September 1, 2007:

Captain J. Bret Johnson is being promoted to the rank of major and designated commander of the Support Services Bureau, General Headquarters, Jefferson City.

Johnson was appointed to the Patrol on August 1, 1986, as a member of the 58th Recruit Class. Upon completing his training at the Patrol’s Law Enforcement Academy, he was assigned to Troop B, Zone 6, Memphis, MO. In January 1992, he was promoted to corporal and designated assistant zone commander of Troop B, Zone 6, Kahoka, MO. Johnson was promoted to sergeant and designated zone supervisor of Troop B, Zone 8, Hannibal, MO, In December 1993. He was promoted to lieutenant on October 1999, and transferred to Troop F, Jefferson City. In September 2001, he transferred to the Field Operations Bureau. In April 2002, he was assigned to the assistant superintendent’s office as the executive officer. Johnson was promoted to captain in August 2003. In September 2006, he was assigned to the superintendent’s office as chief of staff.

Major Johnson was born in Unionville, MO. He graduated from Putnam County High School in Unionville in May 1976. Prior to joining the Patrol, he was a deputy with the Putnam County Sheriff’s Department. In 2000, he attended the Federal Bureau of Investigation National Academy in Quantico, VA. Major Johnson and his wife, Cindy, have two sons, Trooper Steven Johnson, Troop F, and Shay Johnson a junior at Jefferson City High School.

Lieutenant Timothy McDonald is being promoted to the rank of captain and assigned to the superintendent’s office to serve as chief of staff, General Headquarters, Jefferson City, MO. The chief of staff serves at the pleasure of the superintendent and is considered a member of the Patrol’s command staff.

McDonald was appointed to the Patrol on January 5, 1981, as a member of the 54th Recruit Class. Upon completing his training at the Patrol’s Law Enforcement Academy, he was assigned to Troop C, Zone 5, St. Louis County. In October 1993, he was promoted to corporal and designated assistant zone commander of Troop C, Zone 8. He became a D.A.R.E. officer in 1995. McDonald was promoted to sergeant in 1996 while serving in that position. In September 2001, he was promoted to lieutenant and assigned to the Professional Standards Division, General Headquarters, Jefferson City. He transferred to the Gaming Division in 2004, and the Division of Drug and Crime Control in 2006.

Captain McDonald was born in St. Louis, MO. He graduated from Central High School in St. Louis, in 1977. He attended the University of Missouri-St. Louis.

Captain Kim E. Hull is transferring to the Communications Division, General Headquarters, Jefferson City, MO, where he will serve as the director of that division. As director of communications, he will be responsible for overseeing the activities of the Patrol’s statewide communications systems, employees assigned to the Patrol’s Radio Shop, and employees stationed at the nine troop headquarters throughout the state and General Headquarters. These facilities provide 24-hour communication service to Patrol officers as well as all law enforcement agencies in the state.

Hull was appointed to the Patrol on July 9, 1979, as a member of the 50th Recruit Class. Upon completing his training at the Patrol’s Law Enforcement Academy, he was assigned to Troop A, Zone 3, Platte County. In October 1986, he was promoted to corporal and designated assistant zone commander of Zone 4, Platte County. He was promoted to sergeant in June 1990 and designated zone supervisor of Zone 6, Clay County. Hull was promoted to lieutenant and transferred to the Field Operations Bureau at General Headquarters, Jefferson City, MO, in September 1994. In 1997, he was promoted to captain, and remained in the Field Operations Bureau. Capt. Hull transferred to the Technical Services Bureau in July 2001.

Captain Hull was born in Versailles, MO, and graduated from Morgan County R-II High School in 1973. In 1999, he graduated from Northwestern University’s School of Police Staff and Command. He and his wife, Greta, reside in Jefferson City. Captain Hull has five children and three grandchildren.
