EMPHASIS: Major Timothy P. McGrail, Major Duane L. Robinson, & Capt. J. Tim Hull Retire Effective March 1, 2015


Colonel Ron Replogle, superintendent of the Missouri State Highway Patrol, announces the following retirements:

Major Timothy P. McGrail, commander of the Technical Services Bureau, will retire on March 1, 2015, after over 31 years of dedicated service to the citizens of Missouri.

McGrail was appointed to the Patrol on January 1, 1984, as a member of the 56th Recruit Class. Upon graduating, he was assigned to Troop F, Zone 7, Howard/Cooper counties. During his career with the Patrol, McGrail obtained the rank of corporal and sergeant, and was designated assistant zone commander and zone commander in Zone 3, Boone County, in Troop F. In 1997, McGrail was promoted to lieutenant and assigned to Troop C, St. Louis. In 2000, he was promoted to captain and designated director of the Criminal Records and Identification Division, which is now known as the Criminal Justice Information Services Division. McGrail was promoted to the rank of major on December 1, 2012. As commander of the Technical Services Bureau, he served as a member of the Patrol's command staff with direct oversight responsibility for the Criminal Justice Information Services Division, Information & Communications Technology Division, Research & Development Division, and Patrol Records Division.

Major McGrail was born in Corpus Christi, Texas, and grew up in Jefferson City, MO. He graduated from St. Thomas Seminary High School in Hannibal, Missouri. He received a bachelor's of science degree in criminal justice from Lincoln University in Jefferson City. McGrail also graduated from the Northwestern University Traffic Institute's School of Police Staff and Command. He served in the United States Marine Corps Reserves from 1983 through 1987. He served in the Missouri National Guard from 1988-1989. Major McGrail and his wife, Cynthia, have three children: Tony, Danny, and Beth.



Major Duane L. Robinson, commander of the Support Services Bureau, is retiring effective March 1, 2015, after over 27 years of dedicated service to Missouri's citizens.

Robinson was appointed to the Patrol on July 1, 1987, as a member of the 59th Recruit Class. Upon completing his training at the Patrol’s Law Enforcement Academy, he was assigned to Troop B, Zone 4, Putnam and Sullivan counties. On May 1, 1990, he transferred to Troop B, Zone 1, Macon and Shelby counties. He was promoted to corporal and designated assistant zone commander of Zone 1 on September 1, 1994. Robinson was promoted to sergeant on January 1, 1996, and designated zone supervisor of Zone 2, Macon and Shelby counties. On February 1, 2001, he was promoted to lieutenant and assigned to Troop I, Rolla, MO. Robinson was promoted to captain and designated commanding officer of Troop H, St. Joseph, MO, on July 1, 2007. He was promoted to the rank of major on April 1, 2014. As commander of the Support Services Bureau, he served as a member of the Patrol's command staff with direct oversight responsibility for the Commercial Vehicle Enforcement Division, Driver Examination Division, Fleet & Facilities Division, Motor Vehicle Inspection Division, and Public Information & Education Division.

Major Robinson was born in St. Louis, MO. He graduated from Hannibal High School in Hannibal, in 1977. He served in the U.S. Air Force from March 1978 to March 1982. Prior to joining the Patrol, he served as a police officer with the Hannibal Police Department, in Hannibal, MO. He graduated from the Federal Bureau of Investigation's National Academy at Quantico, VA, in 2004. Major Robinson and his wife, Melody (Thompson), have three grown children: Shannon, Joshua, and Whitney. They also have two granddaughters.



Captain J. Tim Hull, director of the Public Information and Education Division, is retiring effective March 1, 2015, after 32 years of dedicated service to Missouri's citizens.

Hull was appointed to the Patrol on January 1, 1983 as a member of the 55th recruit class. After graduating from the Law Enforcement Academy in 1983, he was assigned initially to Troop F, Montgomery and Gasconade counties. In 1990, Hull was promoted to corporal and transferred to Camden and Miller counties as the assistant zone commander. In 1992, he transferred to Troop F Headquarters to become the troop’s public information and education officer. Hull was promoted to sergeant in 1995, and remained Troop F's PIEO. In 2000, he was promoted to lieutenant and assigned to General Headquarters, where he served as the assistant director of the Public Information and Education Division. On August 1, 2006, he was promoted to captain and designated director of that same division. As the director of Public Information and Education Division, he served as the agency's spokesman and had oversight responsibilities for publications and the Colonel Alvin R. Lubker Memorial Safety & Education Center. The director also provides training, equipment, and support to all 13 public information and education officers assigned throughout the state.

Captain Hull was born in Versailles, MO. He graduated from Morgan County R-II High School in Versailles in 1977. He graduated from Central Missouri State University, now known as the University of Central Missouri, in Warrensburg, MO, with a bachelor’s of science degree in criminal justice in 1981.
