Captain Scott A. Shipers Announces Promotions
Captain Scott A. Shipers, commanding officer of Troop A, Lee’s Summit, is pleased to announce the following promotions effective today, June 1, 2020.
Corporal Casey O. Tubbs was promoted to the rank of sergeant and designated as the zone supervisor of Zone 4, which serves the citizens of Clay County. Tubbs was appointed to the Missouri State Highway Patrol on January 1, 1995, as a member of the 69th Recruit Class. After graduating from the Patrol’s Law Enforcement Academy, he was assigned to Troop D, St. Clair and Hickory counties. Tubbs transferred to the Gaming Division in 2000 and was assigned to Harrah’s Casino until May 2002 when he transferred to Troop A, Zone 4, serving Clay County. In 2002, he was promoted to corporal as the assistant zone supervisor of Zone 1, serving Platte County. In 2006, Tubbs transferred back to Clay County and was designated as the assistant zone supervisor of Zone 3, serving Clay County.
Sergeant Tubbs was born in Kansas City, Missouri. He graduated from North Kansas City High School, in North Kansas City, Missouri, in 1989. Before joining the Patrol, he earned a Bachelor of Science in criminal justice from the University of Central Missouri in Warrensburg, Missouri, in 1993. Sergeant Tubbs is married to Staci (Upham) and they have three children: Jakob, Logan, and Cambridge.

Corporal Benjamin N. Comer was promoted to the rank of sergeant and designated as the zone supervisor of Zone 20, which serves Truman Lake and the upper portion of the Lake of the Ozarks. Comer was appointed to the Missouri State Highway Patrol on October 20, 2002, as a member of the 80th Recruit Class. After graduating the Patrol’s Law Enforcement Academy, he was assigned to Troop A, Zone 7, serving Jackson County. Comer transferred to Zone 16, serving Benton County in 2007. In 2013, he was promoted to corporal and assigned as the assistant zone supervisor of Zone 16. Comer transferred to the Zone 20 in 2016 and was assigned as the zone supervisor in 2017.
Sergeant Comer was born in Fort Knox, Kentucky, before moving to Missouri. He graduated from Oak Park High School, in Kansas City, Missouri, in 1994. Before joining the Patrol, he earned a Bachelor of Arts in criminal justice administration from Park University, in Parkville, Missouri. Sergeant Comer is married to Kimberly (McKinzie) and they have three children: Aidan, Gracie, and Isaac.

Trooper Justin C. Ewing was promoted to the rank of corporal and designated as an assistant zone supervisor of Zone 3, serving Clay County. Ewing was appointed to the Patrol on July 1, 2013, as a member of the 97th Recruit Class. After graduating the Patrol’s Law Enforcement Academy, he was assigned to Troop A, Zone 11, serving Cass County.
Corporal Ewing was born in Springfield, Missouri. He graduated from Kickapoo High School, in Springfield, Missouri, in 2009. Before joining the Patrol, he earned a Bachelor of Science in criminal justice, and a Bachelor of Science in psychology from Southwest Baptist University in Bolivar, Missouri. Corporal Ewing is married to Amanda (Ell) and they have one child: Adelynn.
