He transferred to the Budget and Procurement Division, General Headquarters, Jefferson City, in 1998, where he would serve as director of that division. While assigned there, he was promoted to the rank of captain in 1999. McKay was promoted to major, in 2004, and designated commander of the Administrative Services Bureau. As such, he held oversight responsibilities for the Budget and Procurement Division, Human Resources Division, and Training Division. It is from this position he retires.

Major McKay was born in Joplin, MO. He graduated from Carl Junction High School, Carl Junction, MO. In 1975, he graduated from Missouri Southern State University with a degree in criminal justice. Major McKay and his wife, Deanna, have two sons: Heath and Jarrod.
