EMPHASIS: Patrol Announces Promotions


Colonel James F. Keathley, superintendent of the Missouri State Highway Patrol, announces the following promotions effective January 1, 2009:

Sergeant Sarah L. Eberhard has been promoted to the rank of lieutenant within the Division of Drug and Crime Control, General Headquarters, Jefferson City.

Eberhard was appointed to the Patrol on January 1, 1993, as a member of the 65th Recruit Class. Upon graduating from the Patrol’s Law Enforcement Academy in Jefferson City, MO, she was assigned to Troop H, Zone 5, Buchanan/Andrew counties, MO. In March 1999, she was promoted to corporal and designated assistant zone commander for Troop H, Zone 10, Dekalb/Daviess counties. Eberhard was promoted to sergeant and designated zone commander for Troop H, Zone 9, Livingston County, in July 2000. She transferred to Troop H, Zone 7, Clinton/Caldwell counties, in 2001, then transferred to the Division of Drug and Crime Control, General Headquarters, in 2004.

Lieutenant Eberhard was born in Kansas City, MO. She graduated from Raytown South High School in 1988. Eberhard holds an associate’s of arts degree from Longview Community College, Lee’s Summit, MO, and a bachelor’s of science degree in criminal justice administration from the University of Central Missouri, Warrensburg, MO.




Sergeant Steven J. Frisbie has been promoted to the rank of lieutenant within the Criminal Records and Identification Division, General Headquarters, Jefferson City.

Frisbie was appointed to the Patrol on August 1, 1993, as a member of the 66th Recruit Class. Upon graduating from the Patrol’s Law Enforcement Academy in Jefferson City, MO, he was assigned to Troop A, Zone 11, Cass County. He was promoted to corporal and designated assistant zone commander for Troop A, Zone 16, Benton County, in August 1998. In December 2002, Frisbie was promoted to sergeant and designated zone commander of Troop A, Zone 10, Saline County. He transferred to the Criminal Records and Identification Division, General Headquarters, Jefferson City, in February 2006.

Lt. Frisbie was born in St. Joseph, MO. He graduated from Raymore-Peculiar High School in May 1984. From 1984 to 1990, Frisbie served in the U.S. Marine Corps Reserves. He was honorably discharged in 1990 at the rank of sergeant. He and his wife, Lisa, have four children: Courtney, Desirae, Samuel, and Levi.
